The Carbon Survey and Monitoring Plan for Terrestrial Biosphere Land Uses and trees in the Aquapu area in Taiwan

This project is a consecutive project for the Carbon Survey and Monitoring Plan for Terrestrial Biosphere Land Uses and the air quality purification area (the Aquapu Area)in Taiwan. For implementing how to reduce carbon dioxide in the atmosphere through implementing the “LULUCF” framework, this project kept updating the international documents on carbon sequestration of terrestrial biosphere and land uses. In addition, this project proposes the strategies for land use policies, regulations and the establishment of the Aquapu Area to increase the benefits of tree carbon storage/sequestration in Taiwan. The Environmental Protection Administration (EPA) has successfully given impetus to establish the air quality purification area for many years. Therefore, in order to scientifically quantify and more understand about the contribution and incremental values of carbon sequestration in AQUAPU, this project continues to investigate the trees in urban parks and the Aquapu Area and estimate their carbon sequestration amount and growth rate. In addition to survey, analyze, and compare the carbon sequestration amount of nine survey sample sites, this project also analyzes the difference of tree carbon sequestration amount in different geographical zones (northern, central, and Southern Taiwan) and lists better carbon sequestration tree species based on the survey result. The investigation method also follows IPCC’s professional requirement as the last year’s method. The results of these investigations will not only help set up the local database on tree carbon growth rate, but also provide suggestions for species selection in order to maximize the benefits of carbon sink in the future. Furthermore, the outcomes of this research can be applied to estimate the carbon sequestration amount of trees in Taiwan and the management strategies of carbon sinks. For example, this project estimates the carbon sequestration amount of the trees assigned to the public agency and the Aquapu areas from the EPA plant nursery aid application program in 2007. This project also surveys and analyzes the growth rate and carbon storage amount of the trees planted for the the Festival of〝Plant a Tree, Leave your roots in Taiwan〞,organized by the EPA. Finally, this project collects Taiwan carbon footprint data to gradually build the nationwide data base for carbon footprint. In addition, this project collects and analyzes international carbon trade market development and successful carbon trade cases to provide reference for Taiwan to participate in the international carbon sink trading markets in the future.
